Its mission is to improve cross-sectoral collaboration and joint initiatives to align business, capital, markets and society more closely with the sustainability agenda. EPE builds the ground for consensus on sustainability and serves as a catalyst, in Europe and around the world, to achieve into the future a better balance between the environmental, social and economic elements of life. The Resource Efficiency Alliance together with several partner institutions, networks, organisations and companies, in the framework of EU French Presidency side events, hosted a conference on 27-28 November 2008 in Paris (final agenda available for download here) on: Mobilise Economic Actors and Markets - Enable Delivery to Meet EU 2020 Objectives – The meeting mapped and highlighted innovative systemic approaches in view of meeting the EU 2020 objectives related to GHGs reduction, increase of energy and resource efficiency and renewables. In the present financial and economical turmoil, the conference addressed how to mobilise economic actors and markets to contribute to a "Green New Deal" including an economic recovery. The "EU Objectives 2020 initiative", presented by the Resource Efficiency Alliance wishes to encourage a wide range of economic players, active on the market, to converge and coordinate their efforts to contribute to meet the objectives, targets and deadline as fixed by the EU Council in the third EU Energy Package of January 2008. A joint bottom up plan of action 2008-2010, titled The Balance Sheet (available for download here) was presented at the Conference "Mobilize Economic Actors and Markets. Enable Delivery to Meet EU 2020 Objectives". FUNDING ENVIRONMENTAL TECHNOLOGIES *** The Official Presentation of the FUNDETEC Report *** The FUNDETEC report (co-financed by the EU Commission and private banks) identifies the current barriers and gaps in financing environmental technologies and bringing eco-innovation to market. The report examines how public investment or other policy actions can leverage private instruments to address market failure or urgent societal need. Researchers highlighted the economic, public policy and marketing of environmental technology investment, as well as the cultural and financial structures in place that enhance and restrain investment flows. In particular, the report addresses: How to harness private and public investment, risk sharing and innovative schemes to close the gap between the needs of technology development enterprises and the risk appetite of investors. Key issues, best practice and areas for future research including private sector financing and public measures to leverage them. The differences within European practices, including regional variations, as well as current practices in North America and Asia. The report supports a number of recommendations concerning the importance of driving final demand by using the legislative and regulatory framework. While emphasising private finance, research generated several recommendations relating to public funding, private leverage and burden sharing. Barriers to accessing funding are examined, and some specific measures identified, such as guarantee funds and early stage feasibility funding. The important area of regional and national targeted policy is also addressed, and recommendations made. ADSL, 2 minutes dial up line) The European Platform on Financing Eco-Innovation, an initiative run by European Partners for the Environment to facilitate public-private dialogue and partnership on “green banking tools - a field of eco-innovation”, hosted an event on 18 January 2008 in Brussels split in 3 parts: Morning Session: A workshop, with the support of the European Commission (DG Environment), on the new Competitiveness and Innovation Programme (CIP) financial instruments of the European Commission which aims to facilitate the access of SMEs to commercial-type funding, such as risk capital or bank loans, to address a crucial factor in the development of innovative companies or companies with a high growth potential. Lunch Session: A presentation of the R&D Project FUNDETEC (Funding the Development of Environmental Technologies) co-financed by DG Research. Afternoon Session: Progress report and Program 2008 of the European Platform on Financing Eco-Innovation. As there is a high degree of inter-dependency and complexity in financing climate change and environmental technologies, public policy, private and public sector investment practices and technology developer management skills are complementary. Solutions to the gaps and barriers for financing eco-innovation must target all of these areas for there to be a significant shift from the current situation. Skills, experiences and tools related to the “dialogue with the market” are often lacking or dispersed and public authorities often fail to step up an effective pre-tender relationship with companies and the business sector in procuring sustainable goods. Addressing this failure is imperative if the EU and Member States intend to deliver on the 2020 objectives included in the recent Energy Package. This workshop will map and highlight excellence cases of innovative procurement at governmental, regional and local level and will produce an action plan to stimulate multistakeholder engagement and foster innovative procurement schemes in the EU. This workshop will also prepare the Conference: “Mobilize Economic Actors and Markets. The Resource Efficiency Alliance in cooperation with Alcoa and Hydro hosted a workshop on 2 June 2008 in Brussels (presentations in PDF are available for download here) on: The Non-Ferrous Metals Bottom-Up Approach to Climate Change The workshop was part of the “Four Levers” initiative of the Resource Efficiency Alliance and addressed the non-ferrous metals industry bottom-up approach to climate change and sustainable resource management as part of the solution towards a low carbon and resource efficient economy. Through a specific focus on the energy intensive industry, the workshop highlighted business excellence cases of sustainable use of natural resources and will aim to develop a strategic multistakeholder alliance and an action plan to advance the principles of metals sustainable properties in the EU. The Resource Efficiency Alliance in cooperation with Holcim hosted a workshop on 7 May 2008 in Brussels (presentations in PDF are available for download here) on: The Business Case of Waste as an Alternative Resource The worskshop showcased and debated with the audience co-processing as a key element for resource efficiency. Co-processing is the use of waste material as a source of energy to replace natural mineral resources and fossil fuels such as coal, petroleum and gas in industrial processes. Through a specific focus on the energy intensive industry, the workshop highlighted business excellence cases of sustainable use of natural resources and will aim to develop a strategic multistakeholder alliance and an action plan to advance the principles of co-processing of waste material in the EU. FUNDING ENVIRONMENTAL TECHNOLOGIES ISSUE N° 2 OCTOBER 2007 To meet the financial challenges of tackling climate change and securing an energy efficient economy, public institutions will need the help of commercial type funding on a very large scale. Financial innovation is required and investment flows must transcend the traditional boundaries of public and private finance. In particular a range of custom-designed instruments are needed to finance low-carbon and resource efficient technology deployment. These innovative instruments must tap into private pools of capital, as public resources will prove insufficient to meet the new financing requirements. But these segments cannot act in isolation from each other; much more cooperation between players in public and private finance is required. In addressing these strategic issues the FUNDETEC R&D programme is being implemented at a crucial moment in the evolution of environmental finance. The FUNDETEC Newsletter is provided for interested stakeholders and members of the public interested in the financing of environmental technologies. A Key Dimension of Green leadership for Europe Speech by Raymond Van Ermen at the European Business Summit – February 2008 THE RESOURCE EFFICIENCY ALLIANCE “An Ambitious Business Response in support to the EU Sustainable Development Strategy” The European Council recently urged “Business leaders and other key stakeholders including workers’ organisations and non-governmental organisations to propose an ambitious business response in support to the implementation of the EU Sustainable Development Strategy”. To make a success of the next decade the EU must turn challenges posed by the 7 themes of the EUSDS into opportunities through economic and technological, social and cultural innovation. To be leader in the process, the EU needs to change perceptions and methods in great depth and find new ways of cooperating to fully bring into play the “power of synergies” from partnerships that pool knowledge, skills and resources within a networking society. The Commission, the European Parliament and the Council have with the adoption of the EUSDS set the train in motion towards a new economy, full of potential and several companies are now members of different initiatives at global and local level. The aim of the meeting of June 5 is to encourage the business sector to “push the frontier” towards a new economy focused on the EUSDS as an “overarching” strategy.
